- Korea shall be a sovereign country (i.e., not controlled by China).
- The government is to be controlled only by the king (i.e., not the yangban elite).
- Those with talent shall be allowed to study.
- The army shall be established on basis of conscription, regardless of background.
- Appointment to the government shall be based solely on merit, not social status.
- Leather working, acting, and so on shall no longer be regarded as degrading work.
- Slavery shall be abolished, as well as the shinbun class system.
